(A) No license shall be issued under this chapter for less than one day nor for a longer period than one year. All licenses shall be issued and signed by the Clerk-Treasurer of the town, upon the presentation to him or her by the applicant of the fee for the license, which fee shall be for the applicable sum of money as follows and is nonrefundable once the license is issued.

(B) A license issued under this section is not transferable to anyone other than the applicant named.
(C) A license issued under this section shall permit an itinerant merchant to operate between 8:00 a.m. and 8:00 p.m. only.
