After inspection by the Town Clerk or, upon his or her order, by the Town Marshal, to the end that they are assured that all of the conditions hereinafter set forth have been complied with, it shall be the duty of the Town Clerk to issue to the applicant, whenever a license application has been filed as provided in § 112.02, a license to carry on the business in the place specified in the application. The term of the license will be one year from the date of issuance. The license is not transferable.
