§ 111.02 EXCEPTIONS.
   Nothing in § 111.01 may be construed to prohibit the following activities:
   (A)   Distribution and delivery of advertising matter through the mail;
   (B)   Distribution or delivery of newspapers, magazines or similar periodicals which may incidentally contain advertising matter, but which have as their primary purpose the dissemination of informative or entertaining reading material;
   (C)   The sale or vending of materials described by division (B) on this section on public property to the extent otherwise lawful and permitted;
   (D)   The erection or display of advertising signs adjacent to, but not upon, public property or public rights-of-way to the extent otherwise lawful; or
   (E)   Any activity which is expressly permitted and authorized by the public authority having control over the affected public property.
