(A) In the event that any animal is impounded under the provisions of this chapter, the owner or harborer of the animal shall be liable to the town for the following fees and charges in addition to any penalties that may apply:
(1) If the animal is picked up by an officer or employee of the town, a pick-up charge of $10 shall be paid;
(2) If the animal is kept in a facility or place of impoundment which is operated by the town, a boarding charge of $2 per day (or portion thereof) that the animal is kept by the town shall be paid, except that if the only reason for impounding the animal is failure to wear a township dog tag the charge shall be $.25 per day (or the maximum then permitted under I.C. 15-5-9-14, but not to exceed $2 per day);
(3) If the animal is taken by a town officer or employee to a facility or place of impoundment which is outside the corporate limits of the town, either immediately or subsequently, then a transportation charge of $10 shall be paid.
(B) If the animal is taken to a facility or place of impoundment which is not operated by the town, then the owner or harborer of the animal shall be directly liable to such pound for its usual fees and charges. Payment of all charges owing under this section shall be a requisite of reclaiming the animal, but shall remain a legal obligation of the owner or harborer even if he or she does not reclaim same.
