The County Health Officer, and all other members of the Board of Health, the Town Marshal and Street Commissioner shall have power and authority to enter into or upon any street, lot, alley, premises or ground at proper times and after notice for the purpose of making a survey of the same and to determine if a nuisance or any unsanitary conditions are to be found.
