This chapter shall not apply to any police officer nor to members of the armed forces and authorized emergency management agencies while in the discharge of their official duties, nor prevent or restrict the necessary and appropriate use in the performance of such duties of any explosive, combustible, incendiary, smoke or gas producing or similar devices.
