§ 91.06 RULES AND REGULATIONS; PROCEDURE FOR ADOPTION AND PROMULGATION.
   To the extent not in conflict with the laws of the state nor the ordinances of the town, the Board shall have the power to adopt rules and regulations governing the access to and use of properties or the conduct of activities and functions under their jurisdiction, provided that any such rules and regulations shall be submitted to the Town Council for approval before taking effect. After so taking effect, all such adopted rules and regulations shall have the force of law, and whenever notice is given of the existence and character of the rules and regulations, either through posted signs or by other reasonable means, all persons or organizations utilizing the facilities or participating in activities under jurisdiction of the Board are required to comply therewith.
