§ 70.21 LIABILITY FOR VIOLATION OF TRAFFIC REGULATIONS; SERVICE OF CITATION.
   In the case of any moving violation, the operator of a vehicle at the time the violation occurs shall be cited and held liable for the violation. In the case of a nonmoving violation, the operator of the vehicle having caused the violation shall be cited and held liable if the person is present and can be identified; otherwise, the registered or acknowledged owner or lessee of the offending vehicle shall be presumed liable for the violation. If the owner or operator of a vehicle which is in nonmoving violation is not present at the scene when the violation is discovered, the citation may be served by securely attaching the violator's copy of same in a conspicuous location on the vehicle.
