Publicly owned vehicles or authorized emergency vehicles shall be exempt from town traffic regulations to the same degree and under the same circumstances that they are exempt from equivalent state traffic regulations under the provisions of I.C. 9-21-1-8. Also any vehicle which violates a town traffic regulation but does so in obedience to the instructions of a police officer is exempt from the regulation.
