All owners of premises on which there are outdoor water closets or privies shall provide the same with tight boxes that can be withdrawn, emptied and disinfected at frequent intervals and shall cause all openings to be covered with screen wire and the privies as made as nearly fly-proof as possible. It shall be unlawful and it shall be a nuisance for any overflowing privy box or vault to exist, and it shall be unlawful to fill up any old privy vault without first emptying the same.
