To the extent not prohibited or pre-empted herein or by law, enforcement officers, the Municipal Prosecutor, the legislative body or Clerk of the municipal corporation, a court of jurisdiction or other responsible officers may prescribe any further procedures, notices, forms and the like as may be necessary or desirable to facilitate enforcement and the carrying out of their responsibilities under this code or supplementary ordinances.
