If a person refuses or is unable to make a security deposit or to execute a security deposit agreement when required under §§ 33.24 or 33.25, the enforcement officer may take the person directly before a judge of any court within the county which has jurisdiction over ordinance violation complaints for immediate arraignment and judgment and may detain the accused for such further period of time as may be necessary to carry out the provisions of this section.
