§ 53.06 GREASE INTERCEPTORS, SAND TRAPS AND GRINDER PUMPS.
   (A)   Grease interceptors required. All commercial restaurants, bakeries, catering services, cafés, delis, dining rooms, hotels, motels, bars, taverns, clubs, churches, schools, meat shops, community centers, hospitals, nursing homes and establishments where food is prepared for sale either directly or indirectly to the public shall install and maintain at the property owners’ expense grease interceptors in accordance with this subchapter.
   (B)   Sizing and other requirements for grease interceptors.
      (1)   A grease interceptor of sufficient size and efficiency shall be installed in the waste line leading from sinks, drains or other fixtures. Grease interceptors shall be placed as near as possible to the fixture and the grease interceptor shall be vented. No food waste disposer or dishwashing machine shall discharge into the building drainage system through a grease interceptor. Sinks or other fixtures served by grease interceptors shall be trapped and vented ahead of the grease interceptor. Interceptors shall be located as to be readily and easily accessible for cleaning and inspection. Any new facility requiring a grease interceptor shall install an outside interceptor.
      (2)   Grease interceptors shall have a grease retention capacity in pounds of grease, of at least twice the flow-through rate, in gallons per minute; or be of a type and capacity approved by the city.
      (3)   Grease interceptors shall be equipped with devices to control the rate of water flow through the interceptors so that it does not exceed the rated flow of the interceptor. Air openings on flow control devices must connect to the plumbing vent system.
   (C)   Sand traps. All commercial vehicle washes and automobile sales and service establishments that engage in vehicle washing shall be equipped with an adequate sand trap device. The device shall be of a size and type as per the state’s Plumbing Code. Sand traps shall be installed and maintained at the property owners’ expense.
   (D)   Grinder pumps. Grinder pumps are not allowed for food.
   (E)   Operation and cleaning. Each grease interceptor, sand trap and grinder pump shall be installed to be readily accessible for cleaning, servicing and maintaining. If installed below grade, safe access shall be provided. Interceptors and traps shall be maintained in efficient operating condition by regular removal of sand, solids, grease and any other substance that could hinder the effectiveness of interceptors and traps in trapping the substances and keeping them from entering the sanitary sewer system.
   (F)   Inspections.
      (1)   All property owners whose establishments are required to have a grease interceptor and/or a sand trap and/or a grinder pump shall have their devices constructed and placed in such a manner to allow ready access for inspection by the city. Property owners shall maintain and make available, during inspections by the Street Commissioner, a maintenance and inspection log for each grease inteceptor and/or sandtrap. The city will inspect grease interceptors, sand traps and grinder pumps on a regular basis for compliance with this subchapter. Inspections will take place during regular business hours.
      (2)   If, after inspection by the city, the grease interceptor and/or sand trap and/or grinder pump is found to be out of compliance with this subchapter, notice will be given in writing to the property owner or operator stating the violation or violations, the actions required to correct the violation and the time period when compliance must be achieved.
