§ 52.15 FROZEN SERVICE LINES.
   If a water service line freezes from after the curb stop to the building. It is the responsibility of the owner to have the line thawed by licensed plumber using Public Utilities approved methods. If a plumber is unable to thaw the line, a temporary line will need to be installed by a plumber at owner's expense. The temporary line will be maintained by the customer. If the service line freezes from the main to the curb stop, the Public Utilities will attempt to thaw the line from the interior of home or business, if the Public Utilities is unable to thaw the line, a temporary water service will be made at the Public Utilities expense, and maintained by the Public Utilities. Heat tapes will be utilized and the owner will need to allow the use of electricity. In certain instances of prolonged cold weather the Public Utilities Manager or Water Department Supervisor may order the continuous running of a stream of water to protect water services from freezing, if after proper public notification of a water run order, and a customer's service freezes due to not following the order, the customer will be responsible for service line thawing regardless of where the service line is frozen.
