Except as provided within these regulations, no water service line shall be provided without first being fully metered. The only exceptions to this rule are for fire service and domestic water service during the period of construction of an industrial, commercial or residential use building. Prior to final inspection all construction shall be completed and the meter installed. No water service to actual occupancy of industrial, commercial, or residential premises shall be permitted without a meter being installed.
