It shall be unlawful for any person other than an authorized employee or other authorized Agent of the Public Utilities to tap any pipe or make attachments to any water pipe except under the provisions of these regulations. No person shall obtain water from a hydrant except authorized employees or other authorized agent of the Public Utilities or the Fire Department. Unauthorized use is a misdemeanor. Tampering with a water system is a felony.
