When any condition imposed by this chapter on the use of land or buildings is more restrictive or less restrictive than applicable conditions imposed by statute, rules and regulations, other city ordinance or regulation or other jurisdiction, the more restrictive shall apply. This chapter does not abrogate any easements, restriction or covenants imposed on the land by private declaration or agreement, but where the provisions are less restrictive than an applicable provision of this chapter, this chapter shall prevail.
