The city’s Street Commissioner or any other official designated by him or her shall periodically inspect the public sidewalks within the city to determine that they are kept in proper repair and safe for pedestrians. If he or she finds that a sidewalk abutting on private property is unsafe and in need of repairs, he or she shall cause a notice to be served on the record owner of the property and the occupant either by registered or certified mail or by personal service. The notice shall order the owner to have the sidewalk repaired and made safe within 30 days and shall state that if the owner fails to do so the Administrator or other official will do so on behalf of the city, and the expense thereof, if not paid by the owner, made a special assessment against the property concerned.
