§ 31.04 SERVICES TO WHICH CHARGES APPLY.
   Charges apply to the following services:
   (A)   Scene and safety control at traffic accidents to include, but is not limited to, positioning of fire apparatus and personnel so as to protect the scene from other traffic and deny entry into the scene of unauthorized personnel, fire suppression, initial assessment of victims, basic life support, staging other incoming agencies, pulling a hose line for protection against potential fire, fumes, smoke, fluids or residue;
   (B)   Disentanglement and extrication which includes, but is not limited to, instances when a person has to be lifted or taken out of an emergency situation or when forcible entry is necessary to gain proper access to victims. These services may be required in response to motor vehicle accidents, industrial accidents, confined space incidents, below grade rescues, high angle rescues and other emergency situations;
   (C)   Fluid mitigation at motor vehicle accidents or at fixed facilities;
   (D)   Vehicle fires which occur anywhere in the fire service area;
   (E)   Hazard mitigation operations which includes, but is not limited to, dealing with any hazardous substances via containment or absorption with pads for carbon-based substances like gas or oil, or removal via pads and sand or other means permitted by the Environmental Protection Agency. These services may be required as a result of motor vehicle accidents or incidents occurring at fixed facilities; and
   (F)   Structure fires or emergency response at a residence within the fire service area will not require an emergency service charge as this service is provided by the fire protection contract.
