Whenever the city installs or repairs sewer service lines serving private property under Ch. 53 of this code of ordinances, the Street Commissioner shall keep a record of the total cost of the installation or repair against the property and deliver the information to the City Administrator annually by August 15 as to each parcel of property on which the cost has not been paid.
