§ 93.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions apply unless the context clearly indicates or requires a different meaning.
   ANIMAL CONTROL OFFICER. Any person appointed by the City Council to assist in the enforcement of this chapter or who contracted with the city for the purpose of pick-up and transport of animals at large within the city and is in charge of care and general operation of the city animal shelter.
   AT LARGE. Off the premises of the owner and not under immediate control of the owner or other accompanying person, either by leash or otherwise. In order to be considered under immediate control of the accompanying person, the dog must at all times be within at least 15 feet of the person, be responsive to the commands of the person and not be endangering or causing damage in any way to any person or property.
   HABITUAL BARKING. Barking for repeated intervals of at least five minutes with less than one minute of interruption. The barking must be audible off of the owner’s or caretaker’s property.
