§ 70.51 MAXIMUM SPEED.
   No person shall operate a motor vehicle on any privately-owned parking lot or area within the city at a speed greater than is safe and reasonable under the conditions of traffic then existing therein; and in no event shall any vehicle be operated in excess of a speed of 15 mph.
