(A) The city may designate by resolution certain roadways as restricted and may impose limitations on the types and speed of vehicles thereon, either permanently or temporarily as it deems necessary, in instances where it finds the interest of public safety requires a restriction.
(B) The city may, in its discretion, allow by permit the use of restricted roadways where it finds that necessity requires it and any danger or hazard to public safety can be reasonably mitigated.
