(A) The contents of this chapter are subject to change without notice at the sole discretion of the Town Council. Only the Town Council, with Council approval, will have the authority to make revisions of policies contained herein.
(B) A hard copy of this chapter will be made available in each department and online for all supervisors, current employees and to all new employees.
(C) Any changes to this chapter shall in no way alter the employment-at-will policy or create a binding contract between the town and any employee.
(D) Employees are encouraged to make suggestions for improvements in personnel policies and practices. Suggestions should be directed to the Town Council in writing together with an explanation as to how such a change could benefit the town, the department and/or the public.
(E) The Town Council will undertake to accomplish a review of this chapter at 24-month intervals or as may be indicated by law or change in characteristics of the town workforce.
(F) The Town Council maintains the ultimate right to manage the work force consistent with the policies set forth in this chapter and all applicable state and federal laws. The town’s rights include, but are not limited to, determining method and procedure, number of work force, assignment of duties, hours of employment compensation of personnel, hiring, disciplining, discharging, promotion and transferring employees, and laying off employees for lack of work, lack of funds or due to job abolishment.
(G) The policies of this chapter supersede all previous ordinances, policies and manuals of the town or any department under the jurisdiction of the town, written or unwritten, on subject matters covered or referred to herein.
(H) In the event that any section of this chapter or amendment or revisions is held to be unenforceable, contrary to law or otherwise restrained from it full force and effect by a court or other tribunal of competent jurisdiction, the remaining section(s) of this chapter, to the extent that they remain unaffected by such declaration restraint, shall continue in full force and effect.
