(A) At the time it elects a President, the Town Council shall also elect one of its members as President Pro Tempore.
(B) If the President is absent or is temporarily disqualified from presiding at the meeting for any reason, the President Pro Tempore shall preside in his or her place, and shall have all the powers and duties of the President for purposes of conducting the business of that meeting, including the power to sign and attest to the passage of ordinances, resolutions or other acts adopted by the Council during such time as the President Pro Tempore is acting as President.
