(A) Special meetings, executive sessions or other conventions of the Town Council for the conduct of town business may be called by the President, or by a majority of the members of the Council and presented to the Clerk-Treasurer, whenever it appears to him or her, that there exists business which cannot await the next regular meeting or which is of such a special nature as best to be conducted outside of a regular meeting. The Clerk-Treasurer shall inform or make a good faith attempt to inform all members of the Council of the time, place and purpose of the special meeting or other convention.
(B) All meetings conducted under this section, except for executive sessions, shall be open to the public.
