No variance in the application of the provisions of this chapter shall be made by the Council relating to buildings, land or premises now existing, unless after a public hearing, the Council shall find that such variance will not:
(A) Impair the adequate supply of light and air to adjacent property;
(B) Increase the hazard from fire, flood or other dangers of said property;
(C) Diminish the marketable value of adjacent lands and buildings; or
(D) Otherwise impair the public health, safety, comfort and general welfare.
