All buildings or portions thereof within the town which are determined after inspection by the Town Marshal, County Building Inspector, utilities personnel, Fire Chief or members of the Fire Department, to be unsafe, as defined in this subchapter and pursuant to state law, are hereby declared to be public nuisances and shall be abated by repair, rehabilitation, demolition or removal.
