SCHEDULE II. SPEED LIMITS.
   (A)   Applicability of state presumptive urban speed limits. It is hereby determined by the Town Council that the entire area within the corporate limits of the town constitutes an urban district, as defined by I.C. 9-13-2-193. Unless a higher or lower speed limit is hereinafter fixed for a particular area by the Town Council, in accordance with I.C. 9-21-5-6, and signs erected accordingly, the presumptive (prima facie) urban speed limit of 30 mph, as fixed by I.C. 9-21-5.5, shall be deemed to apply and shall be enforced in all areas of the town whether or not signs are erected. Violators of the 30 mph speed limit applicable under this schedule shall be cited and prosecuted for a violation of state law (Class C infraction), pursuant to I.C. 9-21-5.5 and I.C. 9-30 et seq. and subject to penalties as provided by law.

   (B)   Special town speed limits established.
      (1)   Pursuant to I.C. 9-21-5-6, and in consideration of traffic investigations, the Town Council hereby finds that the prima facie urban speed limit, as fixed by I.C. 9-4-1-58(b)(1), is either greater or less than reasonable, and special town speed limits as indicated are established and shall be enforced when signs are erected on the following described portions of streets under town jurisdiction:
         (a)   On Ash Street: 20 mph on all portions of such street;
         (b)   On Cherry Street: 20 mph on all portions of such street;
         (c)   On Nicely Street: 20 mph on all portions of such street;
         (d)   On Oak Street: 20 mph on all portions of such street;
         (e)   On Roark Street: 20 mph on all portions of such street;
         (f)   On South Street: 20 mph on all portions of such street lying west of a point 500 feet west of the eastern corporate limits of the town;
         (g)   On Wall Street: 20 mph on all portions of such street lying between a point 500 feet west of the eastern corporate limits of the town and a point 500 feet east of the western corporate limits of the town; and
         (h)   On Walnut Street: 20 mph on all portions of such street.
      (2)   A person violating special speed limits, as established in this schedule, shall be cited for a town ordinance violation and liable to penalties as established in division (C) below.

   (C)   Penalties for violating.
      (1)   A person admitting guilt or convicted of violating special town speed limits, as established under division (B) above, shall be liable to a fine as follows:

      (2)   For purposes of administering this schedule, the enforcement officer shall note on the court and office copies of the traffic citation the amount by which the violator was found to have been exceeding the posted town speed limit.
