§ 70.24 LIABILITY FOR VIOLATION OF TRAFFIC REGULATIONS; SERVICE.
   In the case of any moving violation, the operator of a vehicle at the time the violation occurs shall be cited and held liable for the violation. In the case of a non-moving violation, the operator of the vehicle having caused the violation shall be cited and held liable if such person is present and can be identified; otherwise, the registered or acknowledged owner or lessee of the offending vehicle shall be presumed liable for the violation. If the owner or operator of a vehicle which is in non-moving violation is not present at the scene when the violation is discovered, the citation may be served by securely attaching the violator’s copy of same in a conspicuous location on the vehicle.
