GENERAL
The following guidelines shall apply for all residential, commercial, industrial and institutional users connecting to the town sewer system. These guidelines cover construction of sewer laterals from any serviced structure to the user’s grinder pump station or existing sanitary main.
• Before building sewer excavation or construction begins, it shall be the responsibility of the property owner to have all underground utilities located. A toll-free service is provided for utility locations 1-800-382-5544. There is a 48-hour advance notice prior to the commencement of any excavation.
• A 72-hour notification for inspection of the building sewer installation will be required by the town.
• The property owner may do his or her own lateral work from inside the structure to the sewer main line connection point. (PROPERTY OWNER is defined as the person actually living in or owning the structure.)
• If the property owner is contracting out the installation of the lateral, it must be done by a qualified contractor. The town can help homeowners contact qualified contractors if necessary. A licensed plumber or journeyperson is required if plumbing work is necessary inside the structure, unless the work is completed by the property owner. (Normally work is not required inside structures.)
• Property owners will be responsible for the maintenance of the building sewer from the building to the right-of-way or easement.
• Property owners must comply with the town’s Sewer Use Ordinance 2021-03, Sewer Rate Ordinance 2020-02, and the various codes (Building Code, Plumbing Code, Electrical Code and the like), as adopted by the state, found in 675 I.A.C. 13 through 25, as may be applicable.
MATERIALS
PVC pipe and fittings shall have elastomeric joints, conforming to the requirements of ASTM F-477 and ASTM D-3212 standards, commonly called “push-on” joints or glued joints. All joints shall be water tight.
PVC pipe shall be either schedule 40 or SDR-35 or greater quality.
INSTALLATION
The following guidelines apply to the installation and connection of a user to the town’s sewer system.
• Building sewers shall be installed using the shortest and most direct route to the sewer main. Interior plumbing modifications are suggested rather than excessive changes of directions in the exterior building sewer.
• All fittings shall be installed to guide sewage in the direction of flow. There shall be no elbows greater than 45 degrees. If a change in direction greater than 45 degrees is required, two 45-degree elbows (or a 45-degree elbow and an elbow of standard degree, dependent on the degree of direction change) shall be used. It is suggested that a cleanout be installed between the elbows.
• It is required that the septic tanks be pumped of contents, the outlet (effluent) line be plugged and the top destroyed prior to filling with sand. Any questions related to abandoning existing septic tanks shall be directed to the County Health Department.
• Individual sewer laterals shall be four inches (minimum) or six inches in diameter (typically recommended to reduce clogging, blockage and the like). The actual size of the lateral shall be at the discretion of the homeowner.
a. Four-inch diameter sewer - Minimum slope is 0/010 feet/feet (1.0% or l/8 inch/feet).
b. Six-inch diameter sewer - Minimum slope is 0/005 feet/feet (approximately 0.5%).
• Sewer cleanouts shall be installed a maximum of every 100 feet along the building sewer. Accessible cleanouts shall be installed at every change of direction.
• Cleanouts shall be extended to grade, pipe liners (frost sleeves) are recommended to be placed around the cleanout grade extension. The cleanout shall be a “Y” fitting installed in the direction of sewer flow with a 45-degree fitting directed to grade.
• Cleanouts shall be the same diameter as the lateral sewer pipe, with a minimum size of six inches in diameter. Cleanouts shall be covered with a revocable type plug or cap.
• Prior to backfilling over the building sewer, all construction shall be inspected and approved by an inspector from the town for verification of compliance with minimum standards for design, material and workpersonship. Any building sewer back-filled prior to inspection approval shall be required to re-excavate for proper inspection and approval.
