From and after the effective date of this subchapter, all utility accounts shall be issued in the name of the property owner. The property owner shall be ultimately responsible for any unpaid utility bills incurred on behalf of tenant and shall further be liable for the outstanding balance where the tenant vacates the premises without notice. It shall be the responsibility of the property owner to ensure that, where tenants are required to pay utility bills, said bills are paid when due.
