§ 50.04 FIXING UTILITY RATES AND CHARGES; PROCEDURES AND REQUIREMENTS.
   (A)   The Board may recommend to the municipal legislative body rates and changes sufficient to include a reasonable return on the utility plant of the municipality. It is the intent of this section that the rates and charges produce and income sufficient to maintain the utility property in sound physical and financial condition to render adequate the efficient service. The rates and charges made for a service non- discriminatory, reasonable and just.
   (B)   Whenever the electric utility provides service outside the corporate boundaries or the town, the charges for service outside the town may not differ from charges for service inside the town unless the utility clearly demonstrates significant cost factors that make different charges non-discriminatory, reasonable and just.
