(A) The following policy on solicitation and distribution is hereby adopted by the Town Council as to all town premises including, but not limited to, the various administrative offices and work sites.
(B) Non-employees of the town who intend a solicitation and distribution visit to the interior premises of the town’s facility shall give the Town Council and/or department head not less than 24 hours’ notice of each visit. Such notice shall be accompanied by a list of persons intending access and a designated time. All solicitation and distribution activity by non-employees shall be confined to non-work time and in non-work areas designated by the town and must not jeopardize health and safety.
(C) Exceptions to this are at the sole discretion of the Town Council and/or department head and may include such persons as suppliers, vendors and manufacturer’s representatives who make regular visits with the continuing knowledge of the Town Council and/or department head.
(D) Employees of the town are not permitted to engage in solicitation of others. Employees may conduct solicitation and distribution activity in work and non-work areas, but only if both employees are on non-work time and the solicitation is non-coercive and consented to by the employee being solicited.
(E) The Town Council or department heads may regulate any solicitation and distribution activity by any employee or non-employee, which disrupts or interferes with the normal work of the town on its premises or in areas under the operational control of the town.
