The plan shall delineate and note all perimeter walls required for all subdivisions in accordance with the following:
A. Perimeter walls shall be required for all tentative maps in accordance with the following standards:
1. The wall shall be six (6) feet in height and be constructed of noncombustible materials such as concrete block, brick or woodcrete.
2. Walls shall be required to be constructed along the perimeter where the project boundary is adjacent to undeveloped wildland areas. A wall will not be required where the project boundary is a local street used for individual residential driveway access.
3. Walls may be designed with openings to facilitate pedestrian access and shall be reduced in height to avoid conflicts with required clear sight triangles or standard setback requirements.
4. Perimeter walls shall utilize materials with colors that generally blend with the surrounding natural area and the exterior sides treated with a coating to facilitate the removal of graffiti.
5. This requirement shall not apply to parcel maps or tentative parcel maps consisting of four (4) lots or less.
6. All required walls shall be constructed prior to occupancy of the first unit within the applicable phase of the tentative map.
