The permittee shall, as a condition of any permit issued pursuant to this Chapter, post any fee or deposit required by the City Engineer, to cover the following:
A. The permit issuance fee;
B. The cost of any required City administration or inspection;
C. The cost of any repairs made necessary as a result of installation or removal of the banner.
The balance of any special deposit required, if any, shall be refunded to the permittee upon satisfactory removal of the banner.
