If any parade, march or procession that is located on a street designated as a major arterial or arterial, and that has been referred to a City commission or committee, will block access to homes or businesses for any length of time, all affected homes or businesses along the proposed route must be notified of the time and place of the commission or committee meeting at which the permit is to be considered. Notices of the meeting shall be mailed by the City at the applicant’s expense, or the organizers of the activity may elect to notify affected residents and businesses with proof that such notice has been given.
