A. No person shall hold, conduct, participate in, or carry on any parade, march or procession on any street in the City, or beat any drum, gong, triangle or tambourine, or blow, use or play any wind or stringed instrument, or provide amplified sound, upon any street in the City, unless the person has made written application for an received from the City Engineer, a permit authorizing the person to do so. All applications for the permit shall set forth the following:
1. A map detailing the route along which the parade, march or procession proposes to travel;
2. The date, time of the proposed parade, march or processing, starting time and length of same;
3. The names and addresses of the persons in control of the same or responsible therefor;
4. The purpose of the parade, march or procession; and
5. The number of people that will be participating in the activity.
B. All permits which include closing or blocking of any streets or portions of streets, sidewalks or intersections shall be forwarded to the Public Works Department for a cost estimate for traffic control/traffic control devices for the parade, march or procession, and to the Police Department for a cost estimate to provide an adequate level of public safety for the parade, march or procession.
C. Any request for a parade, march or procession which will involve the closure of any portion of a street designated as a major arterial or greater shall be reviewed by an appropriate City commission or committee for a determination as to whether the proposed parade, march or procession is of general benefit or interest to the community, and for its recommendation to the City Engineer. The City Engineer may refer any request for a parade, march or procession which will involve the closure of any portion of a street designated as an arterial to the appropriate commission or committee for its recommendation.
