The City Manager shall then appoint a hearing officer to hear the appeal. The hearing must be held on a date within sixty (60) days after receipt of the notice of appeal. The hearing officer shall give the appellant and any other interested party the reasonable opportunity to be heard, in order to show cause why the determination of the City Manager or his designee should not be upheld. Within five (5) days of the hearing, the hearing officer shall make a written decision. His/her decision is final, with no appeal to the City Council.
