If a moving contractor makes and maintains either a general deposit with the City Engineer or an undertaking as provided in this Chapter, the deductions provided for in Section 13.50.140 need not be made. In lieu of such deductions, the City Engineer may bill the moving contractor for the amount due from him to the City under the provisions of this Chapter. If, fifteen (15) days after such bill has been sent, the moving contractor does not pay the same in full, then such amount may be deducted from his general deposit and the provisions of Section 13.50.140 shall apply, or the City Engineer shall recover upon such undertaking.
