13.35.020 General.
   A.   Limit of Authorization.
      1.   The permit is valid only on routes under the jurisdiction of the City.
      2.   The permit is not valid on State highways (includes the roadway crossing under or over a State freeway). A separate moving permit will be required on State highways.
      3.   The permit is not valid on streets or bridges which have posted weight limits.
      4.   The permit shall be limited to specified routes or a specified area of the City and shall specifically describe the routes or the area of the City to which it is limited. This limitation shall be fixed by the City Engineer or his designee so as to afford protection to routes under the jurisdiction of the City and the traveling public.
      5.   The granting of the permit shall in no way relieve the permittee from liability for damage to the routes under the jurisdiction of the City or to persons or property.
      6.   The permit shall be issued for a specific period of time designated by the City Engineer or his designee and set forth in the permit, which period shall not exceed one (1) year.
      7.   The permit may be issued subject to such other conditions as the City Engineer or his designee deems necessary for the protection of the routes under the jurisdiction of the City.
      8.   The application for a permit pursuant to this Section shall be made on a form furnished by the City Engineer or his designee and shall contain the information required by California Vehicle Code Section 35781 and such other information as may be required by the City Engineer or his designee.
   B.   Night Moves. Any load moved during nighttime hours shall meet all requirements of State and County and City regulations and shall be properly lighted with warning lights and signs as may be required by law and ordinance. A pilot car is required for loads over ten (10) feet wide.
   C.   Parking of Vehicle. A permittee shall not, during restricted hours or any other time, stand or park the permitted vehicle where it creates a definite hazard or traffic obstruction. If the vehicle is in one of the above-mentioned areas at the beginning of a restricted movement period, it shall continue to move, using reasonable care and precaution to prevent traffic disruption, to the nearest suitable spot en route where the load may be parked for the duration of the restricted period.
   D.   Operating Hours. This permit is effective within the period stated on the face of the permit. Unless specifically stated otherwise (see Section 13.35.030), moving is prohibited from 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., and from 5:00 a.m. Saturday until sunrise Monday.
      No moving during fog, rain or snow and the following holidays:
      News Year’s Day
      Memorial Day
      Fourth of July
      Labor Day
      Thanksgiving
      Christmas
   E.   Permit to be Carried on Vehicle. A permit is valid only when it is carried on the permitted vehicle.
   F.   Permit Subject to Inspection. A permit is the property of the Engineering Department and must be surrendered upon demand to any law enforcement officer or employee of the Engineering Department charged with the care and protection of highways.
   G.   Comply with Applicable Laws. Except as specifically provided in the permit, the requirements of the California Vehicle Code and any other applicable laws must be complied with in all particulars.
