13.30.030 Permit Deposits and Refunds.
   A.   An applicant for a permit to construct any work shall pay the appropriate fee or deposit in an amount estimated by the City Engineer to be equal to twice the actual cost of all necessary engineering and inspection costs.
   B.   If the cost of the engineering inspection exceeds the amount of the deposit, the permittee shall pay the deficiency to the City Engineer. If the applicant fails to pay said deficiency within fifteen (15) days, the City Engineer may recover such sum in any court of competent jurisdiction. Until such amount is paid, further permits shall not be issued.
