Whenever in the judgment of the City Council, the public interest or convenience shall require that the name of any public street or private easement be changed, in order to eliminate a duplication of names, or for any other good or sufficient reason, the City Council may by resolution change the name or names of any such public street or private easement forthwith, or may order that the name of any such street be changed in the manner and at the time hereinafter provided.
