Every person exercising or having ownership, possession, custody, control or charge of any building, structure or parking lot within the City of Adelanto, shall have and maintain thereon, in accordance with a system of street numbering prepared and maintained by the City Engineer of the City of Adelanto, near or upon each entrance from a public street, private easement, or right-of-way, in the manner and location designated by the City Engineer, a street address number.
