A. It is unlawful for any person riding a skateboard, roller skates, inline skates and other self-powered wheeled devices, to attach to any moving object, including but not limited to persons, bicycles, animals or motor vehicles.
B. It is unlawful for any person operating a moving vehicle to permit any person riding in, on or by means of a skateboard, roller skates, inline skates and other self-powered wheeled devices, to attach to the motor vehicle while the motor vehicle is in motion.
