A. The driver of a motor vehicle, prior to driving over or upon any sidewalk or public crosswalk, shall yield the right-of-way to any person riding in, on or by means of a skateboard, roller skates, inline skates and other self-powered wheeled devices.
B. Whenever any person is riding in, on or by means of a skateboard, roller skates, inline skates and other self-powered wheeled devices on a public sidewalk or public crosswalk, such person shall yield the right-of-way to any pedestrian.
