It is unlawful for any person to remove, destroy, mutilate, tamper with or alter the serial number on the frame of any bicycle, or the identification tag affixed to the frame of any bicycle, or tamper with any identification card registered pursuant to the provisions of this Chapter, provided, however, that nothing herein shall prohibit the Chief of Police from placing numbers or letters on frames of bicycles for purposes of identification.
