A. The provisions of this Chapter shall not apply to operation of vehicles upon property used for raceways or racing facilities in accordance with a license or permit issued by the City.
B. The provisions of this Chapter shall not apply on land that is vacant or unimproved private property unless that land is immediately adjacent and contiguous to residential property, or enclosed by fence, or under cultivation, or posted with signs forbidding trespass displayed at intervals of not less than three (3) to a mile along all exterior boundaries and at all roads and trails entering the private land.
