A. Pursuant to the Vehicle Code, whenever the City Council determines, upon the basis of an engineering and traffic survey, that the limit of sixty-five (65) miles per hour is more than is reasonable or safe upon any portion of a street or highway for a distance of not exceeding two thousand (2,000) feet in length between either business or residential districts, the City Council may determine and declare a reasonable and safe prima facie limit thereon lower than sixty-five (65) miles per hour, but not less than twenty-five (25) miles per hour. When such determination has been made, the City Council shall by resolution direct the City Engineer to erect and maintain signs thereon as provided in the Vehicle Code. Such signs may be supplemented by appropriate pavement markings.
B. Removal. Whenever the City Council finds, upon the basis of an engineering and traffic survey, that the conditions for which a prima facie limit lower than sixty-five (65) miles per hour has been determined as provided in Subsection A. of this Section no longer exist, it shall by resolution direct the City Engineer to remove such signs and markings from such portion of street or highway.
