A. Pursuant to the Vehicle Code, whenever the City Council determines, upon the basis of an engineering and traffic survey, that the limit of sixty-five (65) miles per hour is more than is reasonable or safe upon any street or highway where such limit of sixty-five (65) miles per hour is applicable under the Vehicle Code, the City Council shall determine and declare a lower prima facie limit which is appropriate to facilitate the orderly movement of traffic and is reasonable and safe. When such determination has been made, the City Council shall by resolution direct the City Engineer to erect and maintain signs upon such street or highway as provided in the Vehicle Code indicating the appropriate speed limit. Such signs may be supplemented by appropriate pavement markings.
B. Removal. Whenever the City Council, upon the basis of a traffic engineering investigation, finds that the conditions for which a speed limit has been determined as provided in Subsection A. of this Section no longer exists, the City Council shall by resolution direct the City Engineer to remove such signs and pavement markings from such street or highway.
